Restrict deletion of Acquisition methods in settings

Purpose: Allow user to customize acquisition methods so they can meet more complete and customized reporting requirements with FOLIO orders

User story statement(s):

As an administrative user,
I want to be able to create acquisition methods
so that ordering librarian can organize their ordering accurately and they can be used to accurately drive the exporting of orders

Scenarios:

1. Scenario:
   • Given user has defined an acquisition method(s)
   • When user clicks Trash can icon in table
   • Then user is intercepted buy delete confirmation modal
   • AND if confirmed then acquisition method is deleted from list
2. Scenario:
   • Given user has defined an acquisition method(s)
   • When user clicks Trash can icon in table
   • AND acquisition method is currently referenced in existing POL(s)
   • Then user is intercepted buy delete confirmation modal
   • AND Delete action is disabled
   • AND message is displayed in modal "This Acquisition method is referenced by one or more order lines and can not be deleted"
3. Scenario:
   • Given system has defined default acquisition methods
   • When user is editing default acquisition methods
   • Then they can edit labels but not delete these acquisitions methods
