Creating order for Electronic only results in piece not being created

Overview: When using a template that sets create inventory to None. Creating a POL and changing that setting to Instance, holding, item does not seem to do anything. pieces are not created for the order.

Steps to Reproduce:

1. Log into some FOLIO snapshot as admin
2. Click order app
3. create order with "eJournal packages (Packages: eJournals)" template
4. Select vendor Ebsco In Serv
5. Add pol for quantity 1
6. Change create inventory of Electronic from None to Instance holding item
7. Save and close
8. Open order
9. Navigate to receiving for that order

Expected Results: User gets to receiving and the title has 1 piece in the expected table

Actual Results: User arrives at receiving and there are no pieces. adding a piece increases order quantity to 2
