"New" button active for user without permission to edit reason for closure in settings

Overview: if a user is missing the permission Settings (Orders): Can view and edit all settings, the UI prevents the saving of a new closing purchase order reason, with a generic error. However the user can still see the "new" button as active

Steps to Reproduce:

1. Login to some FOLIO environment as admin
2. Create User X
3. Make sure user X has all order permissions but NOT Settings (Orders): Can view and edit all settings
4. Log into FOLIO as User X
5. Navigate to order settings
6. Click Closing purchase order reasons

Expected Results: "New" button IS NOT active

Actual Results: "New" button is active and when user clicks a new row is added to the table. However, the user can not save any new rows
