Restrict editing order location and quantity on POL

Purpose: In order to allow for the users at point of order to provide more information to receiving librarians. FOLIO will allow users to select from existing Holdings when possible at point of order. To prevent users from causing problems in receiving and inventory when editing order quantity. Users will be able to edit order quantity from the receiving UI rather than the POL for orders where quantity and pieces need to be in sync.

User story statement(s):

As an ordering manager,
I want the ability to edit order quantity without deleting records that have valuable data in them
so that we can keep a complete history of ordering and receiving and items will not get lost in the process

Scenarios:

1. Scenario:
   • Given user has opened a "Title" POL AND POL has "Manually add pieces for receiving" = false
   • When expanding the Cost accordion
   • Then user will see quantity fields are disabled
   • AND information icon appears beside label
   • Information bubble contains. "This order has receiving records. These quantities can only be edited by working with the records in the receiving app"
2. Scenario: 
   • Given user has opened a "Title" POL AND POL has "Manually add pieces for receiving" = false
   • When expanding the Location accordion
   • Then user will see the location field sets are disabled
   • AND a warning appears at the to of the accordion
   • AND the warning reads, "This order has receiving records. These quantities can only be edited by working with the records in the receiving app"
3. Scenario: 
   • Given user has opened a "Title" POL AND POL has "Manually add pieces for receiving" = false
   • When expanding the Location accordion
   • Then user will see the "Add location" button is disabled
4. Scenario: 
   • Given user has opened a "Title" POL AND POL has "Manually add pieces for receiving" = True
   • When expanding the cost accordion
   • Then user is able to edit quantity freely
5. Scenario: 
   • Given user has opened a "Title" POL AND POL has "Manually add pieces for receiving" = True
   • When expanding the Location accordion
   • Then user is able to edit location field set details freely
