Allow user to select holding rather than location at point of order

Purpose: In order to allow for the users at point of order to provide more information to receiving librarians. FOLIO will allow users to select from existing Holdings when possible at point of order

User story statement(s):

As an ordering manager,
I want the ability choose a holdings rather than a location
so that I can be sure the material will be received correctly and place in the correct area of the library.

Scenarios:

1. Scenario:
   • Given user has created a "Title" POL AND POL IS NOT connected to an instance
   • When assigning quantities to locations for receiving
   • Then user can select Locations the same way they currently do
   • AND ui does not show "Select holdings" label
2. Scenario: 
   • Given user has created a "Title" POL AND connected the POL to an instance
   • When assigning quantities to locations for receiving
   • Then user can select an existing Holdings from the related instance
3. Scenario: 
   • Given user has created a "Title" POL AND connected the POL to an instance
   • When assigning quantities to locations for receiving
   • Then user can select a location using the "Create new holdings for location" hyperlink
   • AND Select a permanent location modal displays
4. Scenario 
   • Given user has opened select a permanent location modal
   • When user clicks save and close
   • Then location name is added to field
5. Scenario 
   • Given user has created a "Title" POL AND connected the POL to an instance
   • When user can selects a location
   • Then field label changes to "Location" AND is NOT a dropdown
   • User can clear location field AND label reverts back and dropdown reappears
6. Scenario 
   • Given user is creating an order template
   • When adding detail to location accordion
   • Then behavior is the same as above (With no validation)

NOTE: validation of quantities per-location and quantities in cost section remains the same
