Possible to save POL with no location even when location is required

Overview: When order template is used to add a location block without a location ID it fools the POL validation and lets user save a POL with NO location. Ultimately the order can not be opened but the user can't identify why.

Steps to Reproduce: Currently unclear, please review order and error message.

1. Log into some FOLIO environment as User X
2. Create order template that applies a Blank location to POL with Physical quantity of 1
3. Create order with that template
4. Create POL for quantity 1 on that order
5. Save POL

Expected Results: POL validation alerts the user that they need to select a valid location for the existing location field set

Actual Results: Order line is saved successfully
