Can remove but can not edit location on Open POL

    Description

      Overview: User is able to delete locations or add location field sets to an open POL but can not edit them. This makes it impossible to edit location.

      Note: this bug fix only deals with changing the location that were initially added to the POL. Adding or removing locations will need to be handled in a separate ticket.

      Steps to Reproduce:

      1. Log into some bugfest environment
      2. Click open order
      3. click POL
      4. edit POL
      5. Add location field set

      Expected Results: User can select a location and adjust the quantities if desired

      Actual Results: Location select list component is inactive. User can not change location or select new locations.
