Update create/edit form inactive fields - POL

Purpose: Align acq forms with new design pattern used in other FOLIO apps

Scenarios:

1. Scenario:
   • Given user is creating or editing POL
   • When fields can not be activated by changing something in the form
   • Then they display as text rather than inactive fields
   • NOTE: if PO is "Open/closed" some fields are protected, protected fields should NOT display as inactive, they should display as text
2. Scenario:
   • Given user is viewing POL
   • When fields are null
   • Then they display in the view as '-'
