Quantity set to 1 when loading POL edit form

Overview: When trying to edit a POL the quantity physical is automatically change to 1. The user may not realize this and change the quantity even when they didn't want to. Also, makes it difficult to know what the original quantity was if you were planning to decrease it by one etc.

Steps to Reproduce:

1. Log into FOLIO-snapshot environment as Diku-admin
2. Create order
3. add POL with quantity greater than 1
4. save and close
5. Click edit POL

Expected Results: Order line quantity in edit form is equal to the quantity shown in the view before clicking edit

Actual Results: Order line quantity in edit form is equal to 1 no matter what quantity was showing in the view.
