Purpose: Allow users to communicate order information for the purpose of sending orders via email or fax to third parties.

As a ordering librarian,
I want to have the ability to share order information via email or fax
so that I can communicate orders easily to vendors that don't support software integrations with FOLIO
- Given the order in the view pane is open
- AND user has permission "Orders: Message vendor"
- When user clicks the action menu
- Then they have the ability to click "Message vendor"
- Given the user has the message vendor option in the action menu
- When when clicking "Message vendor"
- Then send message modal appears with heading "Send message regarding [purchase order number]"
