Location plugin shows a max of ten libraries

Overview: It appears that location lookup in the receiving app is displaying only 10 libraries in the dropdown menu, preventing us from selecting locations that are part of the libraries not displayed.

Steps to Reproduce:

1. Log into some FOLIO bugfest environment as User X
2. Click receiving app
3. Select a title
4. edit a Piece
5. Click assign different location/lookup location
6. Select University of Chicago library
7. Activate "Library" dropdown

Expected Results: All libraries available in tenant settings for that institution and campus appear in dropdown list

Actual Results: A max of 10 libraries display in the dropdown list
