Add POL number to the POL details header

Purpose: PO header in PO details pane shows the PO number. POL header in the POL details pane does not, and user has to scroll down the POL to find the number. Add POL number to the header, parallel to what is done for POs

User story statement(s):

As an Acquisitions staff member
I want to see the POL number at the top of the POL details
so that I can quickly and easily identify it, like I can do for POs

Scenarios:

1. Scenario 1
   • Given the POL detail view
   • When viewing the header
   • Then display as PO Line Details - [PO line number], e.g. PO Line Details - 10000-1
