Overview: Receiving and check-in are now one workflow and they are governed by 1 single permission. Currently there is still a Check-in permission in the permissions list but it no longer governs anything. This is confusing for users.
How to reproduce
Check 'Manually add pieces for receiving'.
Click receive POL
Remove permission to "check-in items" but still have permission to "Receive/check-in items"
Actual: User can see receiving action. "Orders: Check-in items" displays in permissions, but has no impact on receiving.
Expected: User can see receiving action. "Orders: Check-in items" and "Orders: Receive/Check-in items" do not appear as permissions. All (Receiving: _____) permissions allow user to see receiving action in orders action menus, EXCEPT for Settings (Receiving): Can view and edit settings
AND receiving action appears in both the PO and POL action menus regardless of whether "Manually add pieces for receiving" is true. Note it still would not display if the POL(s) are set to Receipt status - Receipt not required.
