Purpose: Ensure the user is able to state the appropriate quantity format for the material being ordered.

Requirements:

Electronic and physical quantity apply to the PO in the format is electronic, physical or mix.
Format "Other" would display physical quantity so that the user can still specify a price.
What is required to at least have a quantity of 1 should be based on the format selected.
