Plus action appears when POL isPackage = true

How to reproduce
Select order app in testing environment
Create order
Create order line with Package toggle = true
Note plus button beside Package name field

Actual: Plus can be used to select an instance and populate information in POL

Expected: Plus does not appear. Instance is not connected to a POL that represents a package. Titles created for that package in receiving can link to instances.
