Update purchase order "Renewal information" accordion

Purpose: On-going orders will not all have renewal functionality. Only Subscriptions will actually renew. Other Ongoing orders remain open perpetually until closed by a user.

Acceptance criteria:

1. Given the order record
   When using the order type Ongoing
   Then the "Renewal information" accordion is renamed "Ongoing order information"

   When using the order type Ongoing
   Then the ongoing order information accordion includes the following
   • Subscription (Boolean, Default unchecked)
   • Review date (Not required, date picker)
   • Notes (Not required, Multiline field)

1. Given the order type is Ongoing
   When The subscription toggle is checked
   Then the following subscription information fields appear in the Ongoing order information accordion
   • Renewal Interval (Required, number of days)
   • Subscription term end date (Previously labeled "Renewal date", Required for Subscriptions, date picker) DB: Will review with group again and create bug if label must be updated
   • Review period (Number of days)
   • Manually renews (Boolean, Default unchecked)
   • Notes (Not required, Multiline field)

Note: these changes will include the Form and the View pane
