Cannot save tenant address

Overview: Cannot save tenant addresses

Steps to Reproduce:

1. Log into FOLIO-snapshot as diku_admin (also happens on folio-testing and folio-snapshot-load)
2. Go to Settings/Tenant/Addresses
3. Create a new address and save it

Expected Results: The newly created/saved address should show in the list of addresses

Actual Results: It doesn't and then the "New" button is no longer functional
