Ability to "Reopen" and once again "Close" purchase orders

      Description

      Overview: Before allowing users to edit open orders they will need to be able to move an order from open back to pending so it can be edited and opened again. Use cases include: User cancels an ongoing order and a few months later a key staff member realize that the material is still needed for a specific purpose. This order will be reopened to maintain the historical acquisitions information and consistent communication with Vendor.

      Acceptance criteria:
      1)
      Given user has permission to edit orders
      When editing an Closed PO
      Then user can NOT edit order "Workflow status"
      AND workflow status field appears as inactive

      2)
      Given user has closed a PO
      When viewing the PO and clicking the action menu
      IF they have order permission "Orders: Reopen purchase orders" (New permission)
      Then user can see 'Reopen' purchase order option in menu

      3)
      Given user has created and opened a PO
      When viewing the PO and clicking the action menu
      IF they have order permission "Orders: Reopen purchase orders" (New permission)
      Then user can 'Reopen' purchase order
      AND orders workflow status will be set to 'Open'
