Resequence the POL accordions in the Order template

Purpose: To ensure the Order template's POL accordions are in the same order as the POL View and Create/Edit screens

As a staff person
I want to be able to enter POL data in the order template in the same sequence as in the POL
So that there is no confusion

Scenarios

1. Scenario 1
   • Given the Order template
   • When viewing the details of the Purchase Order Line section of the template
   • Then display them in this order
     • Item details
     • Purchase order line
     • Cost details
     • Fund distribution
     • Location
     • Physical resource details
     • E-resources details
     • Vendor
     • POL tags
   • And all accordions should default to closed except the Template information accordion
2. Scenario 2
   • Given the Order template
   • When viewing the POL section of the Create/Edit template screen
   • Then display them in this order
     • Item details
     • Purchase order line
     • Cost details
     • Fund distribution
     • Location
     • Physical resource details
     • E-resources details
     • Vendor
     • POL tags
   • And all accordions should default to closed except the Template information accordion
