Resequence the accordions in the POL View and Create/Edit Screens

Purpose: To resequence the accordions in the POL View and Create/Edit screens

As a staff person
I want to see the POL accordions in a more logical order
So that related information is next to each other

Scenarios

1. Scenario 1
   • Given the Purchase Order Line View details screen
   • When viewing the POL details
   • Then display them in this order
     • Item details (with create/update metadata details)
     • Purchase order line
     • Cost details
     • Fund distribution
     • Location
     • Physical resource details
     • E-resources details
     • Vendor
     • Notes (new accordion, defined in UIOR-285)
     • Related invoices
   • And all accordions should default to open
2. Scenario 2
   • Given the Purchase Order Line Create/Edit screen
   • When viewing the POL details
   • Then display them in this order
     • Item details (with create/update metadata details)
     • Purchase order line
     • Cost details
     • Fund distribution
     • Location
     • Physical resource details
     • E-resources details
     • Vendor
   • And all accordions should default to open
