Locations in POL dropdown should be in alphabetical order

Overview: Locations in the POL and Order template dropdown lists are not in alphabetical order. They are sorted properly in other parts of FOLIO.

Steps to Reproduce:

1. Log into FOLIO-snapshot as diku_admin
2. Go to Settings/Tenant/Locations
3. Add 2 locations
   • Location 1
     • Select inst = Kobenhavns
     • Select campus = City campus
     • Select library = Datalogisk
     • New location
     • FOLIO Name: AAA
     • Code: AAA
     • Discovery display name: AAA
     • Service point: Circ Desk 1
   • Location 2
     • Select inst = Kobenhavns
     • Select campus = City campus
     • Select library = Datalogisk
     • New location
     • FOLIO Name: zzz
     • Code: zzz
     • Discovery display name: zzz
     • Service point: Circ Desk 1
4. Go to Orders app
5. Create a PO and then a PO line
6. When assigning location to the PO Line, note the order of the locations in the dropdown list
7. Go to Settings/Orders/Templates
8. Create a new template
9. View the locations dropdown list

Expected Results: The locations should be in alphabetical order by location name

Actual Results: They are not (seem to be in order by when they were added)

Note: they are in proper order when creating/editing holdings and items in Inventory.
