Create PO and POL(s) using order templates

Purpose: To enhance the order process and improve workflows

Acceptance criteria:
Given a user has created PO template(s) in settings
When creating a new order
Then the user can select a Template from the list at the top of the order form
AND the filterable select list shows Template name
AND Template code in ()

Given the user has created the order
AND selected a template
When adding a POL
Then the user can see the active template at the top of the POL form
AND the user cannot change the Template
