Settings: require approval for orders to be opened

    Description

      Purpose: Some institutions require that orders are approved before they can be placed.

      Acceptance criteria
      Given the user has navigated to settings
      When selecting order settings
      Then there is an area in General called "Approvals"

      Given there is an area in settings -> Orders -> General -> Approvals
      When a user navigates to it
      Then they can toggle "approval required" to open orders
