Ordering: Open Order action

Purpose: Provide a mechanism for Opening orders that are currently pending such that the user is not required to click edit and manually update the PO status.

Scenario 1:
Given the user has created a pending PO with at least 1 POL
When viewing the PO
Then the user should see an "Open" button in the top right corner of the third pane

Scenario 2
Given the user can see the "Open" button
When the user clicks "Open"
Then the order workflow status should be set to Open
