Reason for PO Line creation failure not shown on UI

Overview: An error is not shown on UI, when there is a failure to create a PO Line

Steps to Reproduce:
Login to Folio-testing and go to Orders App
Create an Order in Pending state,
Create a PO Line with details only in PO Line Details and Cost Details accordions(also in attached image)

Expected
1) Error showing the reason for failure is shown on UI
2) Required fields are marked on the UI

Actual
The PO Line creations fails with error "Purchase Order Line has not been created"
Upon looking at the developer tools the error is
"message" : "Cost's physical quantity exceeds locations' physical quantity",

The reason for failure being that the location was not specified.
