Orders: No Functioning Permission for Access to Orders App

Steps to repro:

1. Log into https://bugfest.folio.ebsco.com/ as folio/folio
2. Look at the additional apps in the top nav bar - you'll see the Orders app
3. Created a user (abreaux) and gave it the Full Admin permission set
4. Logged out and logged back in as abreaux

Expected: Orders app should be visible (when logged in as folio, it was visible in the Apps dropdown in the top nav)

Actual: Orders app is not visible
