When duplicating orders the order lines are not created in the same order

Overview: When duplicating an order with multiple lines the order lines are not created in the same order

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. create PO
3. Add 5 POLs for different titles
4. Duplicate order

Expected Results: Titles are created with the same numerical POL number 1 - 5

Actual Results: POL for duplicate order may have different line numbers for each title. Original POL may have Title 1 as POL 1 and duplicate will have Title 1 on POL 3
