Highlight set with validation issues in sets list

Purpose:

A table with a list of existing OAI-PMH sets should show if there is something wrong with sets configuration.

User story statement:

As a system administrator,
I want to be able to see problematical OAI-PMH set
so that I can operatively fix an issue

Scenarios:

1. Scenario - Outdated values in set filtering condition

• Given value (e.g. one of the locations) from set filtering condition was removed from the system
• When user navigates to "Setting"=>"OAI-PMH"=>"Sets"
• Then the set is at the top of the list
• And this set's name is highlighted with the red color

2. Scenario - More than one problematic set

• Given validation issue is encountered for more than one set
• When user navigates to "Setting"=>"OAI-PMH"=>"Sets"
• Then all these problematical sets are at the top of the list
• And their names are highlighted with the red color
• And they are ordered by last update date among each other
