Create fund distributions based on percentage or amount

Overview: Allow users to create fund distributions as a percentage or amount

Acceptance criteria:
also requires bump up of okapi interface deps

Given user is adding a fund distribution
When selecting a Fund
Then user sees both Fund name and Code in filterable select list
AND Code appears in '()' Eg. History Serials (HISTS)

Given the user has created an invoice
When specifying a fund distribution
Then allow user to specify fund distributions by amount or percentage using the toggle

Given the user has added one or more fund distributions
When clicking save
Validate that the percentage or amount(s) equal 100% of the total

Given the user has added one or more fund distributions
When viewing the Fund distribution accordion
Then display the remaining amount as distributions are added so it is clear how much of the total remains to be distributed
