Purpose: Align acq forms with new design pattern used in other FOLIO apps
- Given user is creating or editing invoice
- When fields can not be activated by changing something in the form
- Then they display as text rather than inactive fields
- NOTE: if invoice is "Approved/Paid" some fields are protected, protected fields should NOT display as inactive, they should display as text
- Given user is viewing invoice
- When fields are null
- Then they display in the view as '-'
