user with invoice permissions can't CRUD invoice lines or add from POL

How to reproduce:
Create user with all Invoice: permissions

• Invoice: all permissions for Create, View, Edit and Delete invoice
• Invoice: Approve invoice
• Invoice: Assign acquisition units to new invoice
• Invoice: Manage acquisition units
• Invoice: Pay invoice
• Settings (Invoice): Can view and edit settings
• UI: invoice module is enabled
  Login to testing with that user
  Click invoice module
  Create invoice
  Click Add invoice line
  Click New invoice line

Actual: Can NOT see any POLs to add to invoice. Clicking "New" opens a full screen but loading never finishes.

Expected: user can add and create new invoice lines and save and close form.
