Move record action buttons into "Action" button UX pattern

Overview: Form action buttons are cluttering the interface and becoming more difficult to find. Component has been changed and additional buttons can be added there.

Given the user is viewing a record
When view Invoice
Then all possible actions now appear in actions menu

• Approve
• Pay
• Approve and pay
  Note they should only appear when they would have appeared in their current position. These actions should NOT always be available.
