Hide permissions for creating new authority record via UI

    Description

      Purpose: We began implementation of functionality to create a new MARC authority record via the UI; however, we will not be able to fully implement until a later release. Therefore, we need to hide the newly created permissions from the UI until the work can be completed. 

      Requirements:

      • Hide "MARC Authority: Create new MARC authority record" and "quickMARC: Create a new MARC authority record" from permissions
