Create Orig Authority Record: Add MARC authority action

Purpose: To provide users a method for creating an original MARC authority record from the quickMARC UI.

User story statement(s): As a cataloger, I need the ability to create a new MARC authority record so that I can create local authorities within the quickMARC UI when no other record exists.

Requirement: Add a new option in the "Actions" dropdown within the MARC authority app for "+New MARC Authority Record"

Scenarios:

1. Scenario:
   • Given the user has the permission "quickMARC: Create new MARC authority record"
   • When the user selects "Actions" within the MARC authority app
   • Then the user should see an option to add a new MARC Authority Record
2. Scenario:
   1. Given the user does NOT have the permission "quickMARC: Create new MARC authority record"
   2. When the user selects "Actions" within the MARC authority app
   3. Then the user should NOT see an option to add a new MARC authority record
