New permission: MARC authority: Create MARC authority record

    Description

      Purpose:  To create a new permission that allows users to create an original MARC authority record from the quickMARC UI.

      User story statement(s): As a cataloging administrator, I need to be able to assign permissions for new MARC authority record creation so that I can restrict original cataloging activities to the appropriate staff. 

      Requirements:

      • Create a permission: MARC authority: Create new MARC authority record

      Scenarios:

      1. If the user is assigned this permission, then they:
        • Can see a new MARC authority app action to create a new MARC Authority Record
        • Can create a new MARC authority record 
      2. If the user is NOT assigned this permissions, then they:
        • Cannot see a MARC authority app action to create a new MARC Authority record
        • Cannot create a new MARC authority record

      *Note: unable to test the new action at this time due to the feature being postponed.
