INN-Reach Staff Interface: INN-Reach Transaction Detail View Action Menu (Local hold) - Check out to local patron

Purpose:

Provide an "Actions" menu for Item hold transactions.

User story statement(s):

As a FOLIO user with appropriate permissions, I want have an application in the FOLIO UI, so that I can view details of INN-Reach transactions and perform relevant INN-Reach circulation actions on them.

Scenarios:

1. Scenario:
   • Given the action menu for a Local hold
   • When the user has the permission "Check out: check out circulating items" (or a permission that contains it)
   • Then the action menu items "Check out to local patron" is presented, "Transfer request", and "Cancel hold" are present
2. Scenario:
   • Given the action menu for a Local hold
   • When the transaction INN-Reach status is "LOCAL_HOLD"
   • Then the menu items are active
3. Scenario:
   • Given the action menu for a Local hold
   • When the transaction's INN-Reach status is something other than "LOCAL_HOLD"
   • Then the menu items are inactive
4. Scenario:
   • Given the action menu for a Local hold
   • When the "Check out to local patron" action item is clicked
   • Then the item associated with the local request is checked out to the local patron associated to the request using the FOLIO checkout-by-barcode API and the "Local Checkout" call is made to the central server (terminating transaction)
