INN-Reach Settings: Permissions - Add Recall Users Settings Permissions to "INN-Reach Settings: All permissions" Permission

Purpose:

Add full CRUD permissions for INN-Reach recall user (MODINREACH-171) to the logical permission set that includes all INN-Reach settings permissions.

User story statement(s):

As a FOLIO users with all INN-Reach settings permissions,
I want to also have permission to configure the INN-Reach recall user for my central servers
so that the setting can be configured via the UI

Scenarios:

1. Scenario:
   • Given permission "INN-Reach Settings: All permissions"
   • When the permission is assigned to a user directly or via another permission set
   • Then the assigned user also receives all CRUD permissions to the INN-Reach Recall User settings (MODINREACH-171)
