Move the Cancel/Save buttons to the bottom of the Inventory HRID settings screen

Purpose: To update the Save/Cancel buttons on the screen to current UX

Scenarios

1. Scenario 1
   • Given the Settings/Inventory/HRID settings
   • When viewing the 3rd pane with the details
   • Then remove the Save button at the top right of the screen
   • And add the Cancel/Save & close buttons at the bottom of the screen, as shown in Inventory HRID Cancel-Save 1
   • Notes:
     • See Settings/eResources/Knowledge Base for an example of the updated buttons
     • Keep the Cancel/Close X at the top left of the screen
2. Scenario 2
   • Given the HRID handling for authority records Setting details pane
   • When a user makes any changes to the details (so screen is "dirty")
   • Then enable the Cancel/Save buttons at the bottom of the screen, as shown in Inventory HRID Cancel-Save 2
3. Scenario 3
   • Given the Cancel/Save & close buttons at the bottom of the screen
   • When a user presses Cancel
   • Then do not save the changes
   • And reset the Cancel/Save & close buttons
   • And return the user to the setting screen as it looked before the edits
4. Scenario 4
   • Given the Cancel/Save & close buttons at the bottom of the screen
   • When the user presses Save & close
   • Then keep the same behavior as now (display confirmation modal, success toast, etc)
5. Scenario 5
   • Ensure automated testing coverage for this new code is 80% plus
