Increase number of digits for HRID settings page from 8 to 11

Only put in Q4 if the backend stories are also done; otherwise will be in the Q1 release

Purpose: To update the maximum number of digits for HRIDs in the Inventory Settings screen

As a staff person
I want to be able to assign HRIDs with a maximum of 11 digits
So that there is less risk of running out of numbers

Scenarios

1. Scenario 1
   • Given the Settings/Inventory/HRID handling screen
   • When viewing/editing the Start with details for Inventory instances and MARC bibliographic records
     • Allow 11 digits
     • Default is 00000000001
2. Scenario 2
   • Given the Settings/Inventory/HRID handling screen
   • When viewing/editing the Start with details for Inventory holdings and MARC holdings records
     • Allow 11 digits
     • Default is 00000000001
3. Scenario 3
   • Given the Settings/Inventory/HRID handling screen
   • When viewing/editing the Start with details for Inventory item records
     • Allow 11 digits
     • Default is 00000000001
4. Scenario 4
   • Ensure automated testing coverage for this new code is 80% plus
