Holdings record. When creating new holdings record, the system generated HRID is either not assigned or assigned as a 'dash'

Overview: The system assigned HRID on the holdings record has vanished.

Steps to reproduce:

1. Login to FOLIO Snapshot, go to Inventory
2. Go to any holdings record, view the record in detailed view.

Expected result: The HRID is displayed on the detailed view of the Holdings record.

Actual result: There is no HRID but only a dash on the Holdings record

Not sure whether this has something to do with: UIIN-827, or the HRID sequencer is broken.

This bug has been observed on newly created records loaded via Data Import.
