Holdings record. Cannot make a holdings note staff only. Clicking the checkbox does nothing.

Overview: Cannot make a holdings note staff only. Clicking the checkbox does nothing.

Steps to reproduce:

1. Login to FOLIO Snapshot, go to Inventory
2. Go to any instance record with associated holdings record
3. Go to edit mode of the holdings record, drill down to the accordion Holdings notes
4. Add an holdings note, and click the checkbox to mark the note Staff only

Expected result:
The checkmark will display, and when viewing the holdings record in detailed view, the checkmark marking displays

Actual result:
Nothing happens. It's like the checkmark box is frozen.
