Purpose: Cataloging staff need an area in Settings > Inventory where they can create and manage templates.

Scenarios

Scenario
- Login to FOLIO Snapshot, go to the Settings app
- When selecting Settings > Inventory
- Then the user see a submenu labelled "Templates"
Scenario
- When viewing the submenu "Templates"
- Then following menus are listed:
  - Instance templates
  - Holdings templates
  - Item templates
- See UX:

Note:
When we later have implemented the container records in inventory (UXPROD-492) then this wil be a menu too.
