Summary
No records found when searching titles for words out of order.
How to reproduce
1. On https://folio-snapshot.aws.indexdata.com one of the sample Instances has a title 14 cows for America.
2, Enter America cows into the search box and using "Keyword (title, contributor, identifier)" submit the search
Actual result
No records found
Expected result
Unclear, but it seems that the UI should allow to find records when words are provided out of order. At the same time the UI should allow to search expressions as phrases (only match words in order), which is currently the only allowed behavior.
