Location Lookup Popup Not Working on Item Create Page

Steps to repro:

1. Log into snapshot-stable and go to Inventory
2. Pick any Instance, scroll down and click "create item"
3. In the create item page go to the permanent or temporary item fields and click Location lookup link

Expected behavior: Should be able to select a location from this popup

Actual: This popup is inactive

Additional info: It is possible to select a location by just typing in the textbox and then save the record. Also, the Location lookup popup is also not working at the create service point page.
