Add "Select location" to Temporary Location Menu in Holding Record

Purpose: In UIIN-218, some changes were requested for how we handle the null value scenario for Permanent and Temporary locations in the item record. The purpose of this story is to modify the holding record location menus so they behave consistently.

Scenarios:

1. Scenario
   • Given the create and edit view for a holding record in inventory
   • When Permanent location menu is displayed
   • Then:
     • The default menu value should be "Select location"
     • A location selection should be required (this is already working)
     • An asterisk should appear by the field label to indicate it is a required field
2. Scenario
   • Given the create and edit view view for a holding record in inventory
   • When Temporary location menu is displayed
   • Then:
     • The default menu value should be "Select location"
     • A temporary location selection should be optional (this is already working properly)
3. Scenario
   • Given the create view for a holding record in inventory
   • When the Temporary location selection = Select location and the record is saved
   • Then the view mode for the newly created holding should, for the Temporary location field, display "-" to indicate nothing has been specified Dash appears in Item location but not in holdings location- will post screenshot below corrected
4. Scenario
   • Given the Permanent and Temporary location menus on the edit view for an item record in inventory
   • When displayed
   • Then a Select location option should display at the top of the menu
