Replace "Inherit from holding" Location Value with "-" in Item Record

Purpose: In UIIN-195 I specified that the default/null value for item-level locations should be "Inherit from holding". Now that I see it working, I don't think it makes sense. There will often be no temporary location specified at the holding level, so for the temp location at the item level to say "inherit from holding" is really misleading. I am now thinking the best thing to display when no location has been specified is "-" (the dash is used throughout FOLIO to represent a field without data).

Scenarios:

1. Scenario
   • Given the create view for an item record in inventory
   • When Item location > Permanent location menu is displayed
   • Then the default menu value should be "Select location"
2. Scenario
   • Given the create view for an item record in inventory
   • When the Permanent location selection = Select location and the record is saved
   • Then the view mode for the newly created item should display Item location > Permanent location field should display "-" to indicate nothing has been specified
3. Scenario
   • Given the create view for an item record in inventory
   • When Item location > Temporary location menu is displayed
   • Then the default menu value should be "Select location"
4. Scenario
   • Given the create view for an item record in inventory
   • When the Temporary location selection = Select location and the record is saved
   • Then the view mode for the newly created item should display Item location > Temporary location field should display "-" to indicate nothing has been specified
5. Scenario
   • Given the Permanent and Temporary location menus on the edit view for an item record in inventory
   • When displayed
   • Then a Select location option should display at the top of the menu
