Add create/update widget to HRID Settings page

    Description

      Purpose: To add the Created/Updated by and when widget to the HRID Settings page

      As a staff person working with HRIDs in Inventory
      I want to know when and if the settings have been updated since original creation
      So that I can perform better troubleshooting

      Scenarios

      1. Scenario 1
        • Given: the Settings/Inventory/Instance, Holdings, Item/HRID handling
        • When: viewing the setting details
        • Then: add the standard Created/Updated By and When widget
        • And default its accordion to closed
      2. Scenario 2
        • Ensure automated testing coverage for this new code is 80% plus

      NOTE: from MODINVSTOR-956, agreed on how to handle existing production libraries, and to include a script to set the "Created" date/user as follows:

      • For Created
        • Use date of deploy
        • system for user
      • For last updated
        • Start with the same as Created
        • Change to actual date/time and actual user when someone makes an update to the screen
