Create/edit bound-with item. Specific user permission

*Purpose: * Allows create/edit of bound-with item relations.

Usecase:
As a cataloger manager
I want to be able to assign permissions to my staff
So that they can create bound-with records where multiple items are bound-with together, and a primary item associated with multiple holdings is created

Scenarios:

1. Scenario
   • Given the list of permissions available in the Users app
   • When a staff member wants to add bound-with item permission to an individual user
   • Then they should see an option for "Inventory: Edit/create bound-with item relations"

2. Scenario
   • Given the list of permissions available in the Users app
   • When a staff member has Inventory: Edit/create bound-with item relationship but NOT Inventory: Delete bound-with item relations
   • Then they are able to link items together as a bound-with item but remain unable to delete any created bound-with item relations
