Filter by Effective location, the type ahead functionality is broken (Instance | Holdings | Item)

Overview: MO State has identified problem with the type ahead functionality in the Effective Location filtering.

Steps to Reproduce:

1. Log into FOLIO Snapshot as User Diku_Admin
2. Go to Inventory, and in the Search and Filter pane - all three different segments: Instance | Holdings | item
3. Then filter on Effective location by typing LIB

Expected Results:
The type ahead would mark up all locations with 'Lib', e.g. Main Library. The type ahead functionality is expected to behave exactly as in filtering on Formats.

Actual Results:
I don't get any results found.

Additional Information:
Filtering on Format is behaving not case sensitive, and is neither left, or right anchored.
