Bugfest. Instance. ISBN, normalized search fails

Overview: Search using and ISBN, normalized fails in Bugfest-Honeysuckle environment, and in FOLIO Snapshot

Steps to Reproduce:

1. Log into some FOLIO Snapshot as User diku_admin
2. Go to Inventory app, select the search option: - ISBN 9780262012102

Expected Results:
Get the instance record: https://folio-snapshot.dev.folio.org/inventory/view/5bf370e0-8cca-4d9c-82e4-5170ab2a0a39?qindex=identifier&query=%209780262012102&sort=title

Actual Results:
Get no results screen

When you do a search in "Identifier (all), then the request URL looks like:
https://okapi-bugfest-honeysuckle.folio.ebsco.com/inventory/instances?limit=100&query=%28identifiers%20%3D%2F%40value%20%229781450713986%22%29%20sortby%20title
When you use "- ISBN", the query URL is:
